11 Mile Road Future Road Improvements
Overview
The city is changing the lane configuration on 11 Mile Road between Woodward Avenue and Stephenson Highway as part of future road improvements in 2027 and 2028.
Traffic Studies
The city hired engineering firm Fleis & Vandenbrink to perform a traffic study on the 11 Mile Road corridor. When a lane conversion is implemented, the study found that all primary intersections will continue to operate in a similar manner as they do in current conditions.
Public Outreach
The city published a survey seeking input from the public on how they currently use 11 Mile Road and what features they would want to see along the future 11 Mile Road corridor if the lane conversion was implemented. Features such as on-street parking, bike lanes, or additional green space were included as some of the options. Below are some quick facts about the survey:
- The survey period was open from April 17, 2025 through May 11, 2025.
- Properties with frontage along 11 Mile Road were mailed postcards about the survey and the city advertised the survey across all social media platforms and on the city website.
- There were 1,895 respondents to the survey, representing m
ore than 3% of Royal Oak's population.
Citizens Traffic Committee Review - May 27, 2025
During the May 27, 2025 Citizens Traffic Committee meeting, the survey results, traffic study, staff analysis and recommendation were presented to the committee for review. After hearing public comment and an extensive discussion, the recommendation from the Citizens Traffic Committee to the City Commission was as follows:
The Citizens Traffic Committee resolved to adopt the staff recommendation to design the future of 11 Mile Road projects in 2027 and 2028 to include the following improvements:
- Maintain existing lane configurations between Woodward Avenue and Baker Street, and also between Minerva Avenue at Stephenson Highway;
- between Baker Street and Minerva Avenue reconstruct curbs inward to provide one lane in each direction with a center left turn lane, and install grass between the new curbing and sidewalk;
- provide pedestrian crossing islands where feasible, tentatively planned near the intersections of Laurel Avenue, Potter Avenue and Dorchester Avenue;
- Maximize tree installation where feasible;
- Incorporate green infrastructure where warranted.
City Commission Decision - June 23, 2025
At their June 23, 2025 meeting, the City Commission reviewed the staff analysis, survey results, and Citizens Traffic Committee recommendations for the 11 Mile Road corridor. The City Commission resolution was as follows:
- Maintain existing lane configurations between Woodward Avenue and Baker Street, and also between Minerva Avenue at Stephenson Highway;
- Reconstruct curbs inward to provide one lane in each direction with a center left turn lane, and install grass between the new curbing and sidewalk for the remaining road segments between Woodward and Main and also between Campbell and Stephenson;
- From Main to Campbell, provide on-street parallel parking stalls on the north side of the road;
- Provide pedestrian crossing islands where feasible, tentatively planned near the intersections of Laurel Avenue, Potter Avenue and Dorchester Avenue;
- Provide additional crosswalk striping and signs along corridor at key locations where pedestrian crossing islands cannot be installed;
- Maximize tree installation where feasible;
- Incorporate green infrastructure where warranted.
- Evaluate a sidewalk connectivity plan, inquire with adjacent cities about their future plans, consider widened sidewalks or shared use paths along 11 Mile and bring report to the city commission within six months.
Sidewalk Connectivity Plan
City Commission Decision - December 08, 2025
At their December 08, 2025 meeting, the city commission reviewed the city engineer's analysis of connectivity considerations that could be included as part of the project. The city engineer met with adjacent communities and prepared a recommendation to include a 10-foot wide side path along the north side of the corridor. The City Commission resolution was as follows:
- Approval of the addition of a 10-fot wide side path along the north side of 11 Mile Road between Woodward Avenue and Stephenson Highway as part of the construction project planned for 2027 and 2028, and supports the relocation or elimination of curb cuts along 11 Mile Road to reduce conflict points between vehicles and pedestrians/bikes.

By implementing the lane conversion, new features such as on-street parallel parking and more green space will be added to improve the corridor. Woodward to MainIntersection at Woodward Avenue and lane configuration to remain the same heading east until Baker Street, then reconstruct and move curbs inward to provide one travel lane in each direction with a center turn lane. Dedicated right turn lanes will be installed at Woodward Avenue, Washington Avenue, Center Street, and Main Street. A new crosswalk and pedestrian refuge island is tentatively planned to be added near Laurel Avenue. New grass installed between new curbing and sidewalk. Main to CampbellReconstruct and restripe roadway to provide one lane of travel in each direction with center turn lane. New on-street parallel parking stalls will be installed on the north side of the roadway. Dedicated right turn lanes at Main Street, Troy Street and Campbell Road. New crosswalk and pedestrian refuge island is tentatively planned near Potter Avenue. Campbell to StephensonIntersection at Stephenson Highway and lane configuration to remain the same heading west until Minerva Avenue, then reconstruct and move curbs inward to provide one travel lane in each direction with a center turn lane. Dedicated right turn lanes will be installed at Campbell Road and Stephenson Highway. A new crosswalk and pedestrian refuge island is tentatively planned to be added near Dorchester Avenue.
