Title VI Non-Discrimination Plan
The City of Royal Oak is a sub-recipient of federal highway funds distributed through MDOT. As a sub-recipient, the city is required to comply with Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color or national origin. Title VI non-discrimination has been broadened by related statutes, regulations and executive orders.

Limited English Proficiency (LEP) Plan
The city is also required to have a Limited English Proficiency (LEP) Plan. Executive Order 13166 "Improving Access to Services for Persons with Limited English Proficiency (LEP)" has the purpose to ensure accessibility to programs and services to eligible persons who are not proficient in the English language, by providing language assistance.
